According to Lumina’s A Stronger Nation report, Wisconsin’s 2015 post-secondary attainment rate was 47.2 percent. While slightly above the national rate, it is well short of labor economists’ workforce demand estimates and there are significant attainment gaps by race and ethnicity. The University of Wisconsin System, Wisconsin Association of Independent Colleges and Universities and the Wisconsin Technical College system have signed a resolution to pursue a 60 percent attainment goal by 2027. With the recent decision of the giant Taiwanese advance manufacturer Foxconn to locate in Southeast Wisconsin, talent development and completion efforts are a top regional priority. In January 2017, Higher Expectations facilitated the development of a formal partnership between the StriveTogether organizations in Kenosha (Building Our Future), Milwaukee (Milwaukee Succeeds), Racine (Higher Expectations), University of Wisconsin-Parkside and Gateway Technical College to raise the post-secondary credential rates in the region to 60 percent by 2025 through implementation of game changer strategies in the region and sharing this work statewide. As a first step toward statewide sharing, the Southeast Region has invited the Central and Northern Wisconsin Region, under the leadership of UW-Stevens Point, to work independently, but in tandem, pursuing the same 60 percent post-secondary credential attainment goal by 2027 through an alliance of higher education institutions working in partnership with secondary school leaders and business and regional economic development organizations.
