The Virginia Plan for Higher Education, the Commonwealth’s statewide strategic plan was developed in 2014 with the objective of becoming the best-educated state by 2030.  The Plan, endorsed by the General Assembly and adopted by the Governor, supports the goals of credential completion. The objective is based credential attainment goal of having 70% of the working-age population (ages 25-64) attain a workforce credential or degree. Virginia’s current rate is 51%. Virginia’s higher education institutions are diverse and include 14 independent 4-year institutions, 23 community colleges and one two year transfer college. In 2017, Virginia passed legislation that supported of 30 credits per year in order to receive state need-based financial aid. In addition, the community college system has instituted or is in the process of instituting all of the Complete College America Game Changers and many of our 4-years have implemented 15 to finish initiatives. In 2018, VA plans to identify and share additional completion strategies across its institutions, with a particular focus on transfer, co-requisite remediation and closing attainment gaps.
