This number was calculated by taking the median annual percentage point increase in graduation rates across Indiana, Tennessee, Hawaii and West Virginia (states that went all-in on Game Changers upon their release). This annual growth factor was modeled out to construct incremental increases in graduation rates from 2019-2025 that were then multiplied by the number of first-time, full-time students served by institutions within the Alliance to produce annual estimated increases in graduates. The cumulative impact from 2019-2025 was calculated by summing these annual calculations.
