Oregon’s high-reaching state goal for educational attainment, known as “40-40-20” has driven a state focus on dramatically improving student success and completion. Established in 2011, the state’s goal is for every young Oregonian rising through the education system to earn at least a high school diploma or the equivalent, 40 percent to earn at least a certificate or associate degree, and 40 percent to earn a bachelor’s or graduate degree, to prepare for success in the global economy. Recognizing that in order to achieve the state’s educational attainment goal, Oregon needs to focus on significantly improving completion of historically underserved populations, the Oregon Higher Education Coordinating Commission (HECC) adopted an Equity Lens to guide this work. As a newly centralized coordinating state commission and agency formed in 2013, the HECC works with public 2- and 4-year as well as private institutions to provide an integrated policy and funding approach to achieving state completion goals.
