Norman A. Palmer is a technology executive with over 30 years of experience leading IT strategy and innovation across government, military, private sector, and nonprofit organizations. As Director of Technology and Innovation, he specializes in artificial intelligence (AI), cybersecurity, DevSecOps, cloud infrastructure, enterprise architecture, and organizational transformation.
A former U.S. Army Officer with two decades of experience in global security and military engineering, Norman has held senior leadership positions at major organizations nationwide. As a Director within the Department of Homeland Security, he led global IT operations and transformation initiatives for U.S. Citizenship and Immigration Services. At Northrop Grumman Corporation, he served as Senior Director of Software Development, overseeing enterprise software development across strategic defense, nuclear, aerospace, and space projects. He is the founder of NAPALM Technologies, which provides executive consulting services to the federal government, and was selected as Director of AI and Innovation for the National Science Foundation.
Norman demonstrates his commitment to advancing education through technology in his work with Complete College America on multiple projects, including CCA’s generative AI portfolio of work, which is informed by the Gates Foundation’s Digital Learning Infrastructure (DLI) initiative for Historically Black Colleges and Universities. He is a Ph.D. candidate at Walden University and holds an MBA and a Master of Project Management from the Keller School of Management.
