CCA’s 2025 Federal Policy Priorities

CCA shared the 2025 federal policy priorities to support college completion ahead of the CCA Day on the Hill events in June 2025.

The latest six-year college completion rate, according to the National Student Clearinghouse Research Center, is 61.1 percent, with students at community colleges completing at 43.4 percent. To close completion gaps and increase the number of students who receive a degree or a credential of value, policies should support the four CCA Pillars of Transformation—interconnected strategies along the path to student success: Purpose, Structure, Momentum, and Support.

College completion benefits individuals, families, and communities, and improving college completion rates is critical to expanding economic success and increasing economic mobility. Increasing college completion can only happen with policies in place that improve student success. To increase the number of students who receive college degrees and credentials of value, Congress should: 

Increase resources for student success efforts. 
  • Students need a range of supports to remain in and complete college. CCA supports passing the Postsecondary Student Success Act to authorize funding for the development and scale of evidence-based student success practices. 
Protect postsecondary education data, increase transparency, and create a secure, privacy-protected, federal student-level data network. 
  • CCA supports passing the College Transparency Act to promote greater transparency in student access, success, costs, and outcomes. 
Increase wraparound supports, including basic needs funding and emergency financial assistance. 
  • Today’s students are demographically diverse and need a range of supports to attend and complete college. Investments in SNAP and funding to ensure students have access to childcare, mental and physical health care, transportation, housing, and other emergency financial assistance are a critical part of student success. 
Expand student eligibility for Pell Grants. 
  • CCA supports passing the College Transparency Act to promote greater transparency in student access, success, costs, and outcomes. 
Provide incentives to schools to leverage cutting-edge technology, including generative artificial intelligence (AI).
  • Investments in new technologies are needed to optimize just-in-time advising and academic support for college students.
