Virginia uses a coordinating-board model. The State Council of Higher Education for Virginia (SCHEV) sets statewide strategy and policy while each four-year public university’s Board of Visitors governs its institution; the Virginia Community College System (VCCS) is centrally governed by a 15-member State Board. The landscape includes 15 public four-years, Richard Bland College (a public junior college associated with the College of William & Mary), 23 community colleges, and 28 nonprofit private institutions represented by the Council of Independent Colleges in Virginia (CICV).
