The Texas Higher Education Coordinating Board (THECB) serves as the statewide coordinating body for public postsecondary education and also authorizes and monitors accredited degree-granting private institutions. The board is composed of nine voting members, one non-voting student representative, and a Commissioner of Higher Education, who serves as the agency’s Chief Executive Officer. THECB is responsible for administering state and federal academic programs, overseeing student financial aid, providing data and analysis on higher education issues, conducting research, and approving programs of study.
Governance of institutions is further divided across multiple university systems, each overseen by its own board of regents. Community colleges operate independently under local district boards, many of which oversee multi-campus institutions.
