The Kansas Board of Regents (KBOR) serves as both the governing board for the state’s six universities and the statewide coordinating board for all 32 public higher education institutions. The nine-member board is appointed by the Governor and has comprehensive authority over higher education policy, budget allocation, and strategic planning. The system includes six state universities (University of Kansas, Kansas State University, Wichita State University, Fort Hays State University, Emporia State University, and Pittsburg State University), one municipal university (Washburn University), 19 community colleges, and 6 technical colleges.
