Connecticut’s higher education system is organized around two primary governing boards. The Board of Regents for Higher Education (BOR) governs the CSCU system (serving 85,000+ students), which includes four state universities, the unified CT State Community College (merged from 12 distinct institutions in 2023), and the online Charter Oak State College. The University of Connecticut (UConn) has its own Board of Trustees. The Office of Higher Education (OHE) serves as a regulatory agency, administering aid and licensing private institutions. Statewide coordination is overseen by the Higher Education Coordinating Council (HECC), composed of senior officials across state government. Private nonprofit colleges are represented by the CCIC.
